Yes, but the run.bat thing through IP won't work (since Pasta doesn't support it) I believe. You have to install DevMenu and then use that to install CIAs.
People need to get over Gateway. The company is slowly dying, thanks in part to all the CFW coming out in the past couple of months. As CFW gets better and better, soon we'll be able to run CIAs straight off an SD card without installing.

You can run firmware spoofed CIAs and they'll run on 4.x. If you're using the O3DS, you can't run 9.3-9.5 games without an Emunand updated to that version, but Pasta doesn't support Emunand right now (maybe in the future). Not all games use...

Okay, try a different laptop/computer/network. Go to a friends house, ask to use their computer and wifi. Try there. Put the palentine folder (with run.bat and devmenu) onto a USB stick and take it there. Test it there. I believe your problem is network/router/firewall related.
Start > run cmd > try doing a "ping [3ds ip address]". Do you get a reply? If so, then something is wrong with your PBT setup. Start again. Reformat the card in Gateway, etc. etc.

Also, Palentine CFW is tough to launch (takes about 5 attempts/crashes before it runs), so an alternative was sorely needed. This is exactly what we needed.
