Is $10.44 good for a 64GB Micro SD Card + Adapter?

dose it matter what firmware ps3 is on? i found one 2 borrow and are exploit games avaiable on ps3 store? and must vita and ps3 must have same store region? if ps3 region my home country, i can changfe to eu?? pls help mech- SolarisHeights
