Yeah it must be your copy of Skyrim then. What's the ID of your copy? It should be 01000A10041EA000, there's a different version that's listed as 010028D005A3C000 which might not be compatible.
It must be something with your switch then because I tested it out and it worked on mine. If by the chance though that my program didn't work properly on your computer, here are the files it created.
Hello, a while back I made a quick program to convert PC saves to Switch, feel free to use it.

You can edit the button mapping in the "MarioSunshine.config" romfs file under the "JoyPad" section. (Found in romfs/data/database/config/). I was able to swap buttons, however I'm not sure about inverting the axes.
Correct, I only just started it up, but so far it's not laggy or anything, plays just fine. Only the HD textures and cutscenes are missing. Also some voice lines.
It works fine with Nintendont on the regular Wii. The only issues are some textures not displaying properly and cutscenes not showing. But that's just because they're added in separately on the switch version.
I found a github repo named after one of the terms in the hex data you posted, though I'm not sure how much it will help, or if it will help at all.

I mean, I'd assume bytes. 100 bits is only around 12~13 bytes, which isn't even the full header. And I just tested it anyways and it doesn't match either.
