Just for a sneakpeak and you realise even how many spammers that get by (Often freaking hired people...) the amount that gets blocked and await approval is like 10x that.

Those are the ones I used when I was a kid, 160KB single side disks (but to be honest they were more like 170KB when you formatted them in the C64).

These are the ones I used, that predated the mini ones pictured in the OP. You could literally cut a notch on the opposite edge to make them double sided.
They can make their one thread, and keep posting on it every 5 minutes.
Then the next day they could even make another new thread.
I don't see any problem.

Why such a short cooldown?
I think a 1 day cooldown per thread until say 10 threads have been posted by the new user would be very reasonable.
Also a 5 minutes cooldown per post until 20 posts are posted (in general) would be a good idea perhaps.
