If you're really interested in trimming the fat, I'd suggest simply treating all systems as "LU64", and assuming (or suggesting) an upgrade to 4.0

As has already been said in multiple preloader vs LU64 threads, this has been tried and the preloader installer needs something beyond a trucha-patched IOS36, likely an ES_ function patch. I don't see what IOS35 even has to do with anything.
Next time, test for freezing with IOS35-v1042. cIOS rev9 can cause a pretty hard brick on "LU64" Wiis, I've heard.
Stalling on WAD installs could just be fragmentation or crappy cache handling on the SD card, try with a new or freshly formatted card.
