Yes. New 3DS exclusives, Mode 3 games (Smash, Pokémon, Monster Hunter) and some other later releases (e.g. Samus Returns) even have that enabled by default on stock firmware.

Kirby Triple Deluxe and Planet Robobot already run at 60 fps. If you're getting poor performance in Citra, then 60 FPS codes won't make a difference - if anything, it'll only make performance worse. Mind sharing your device's specs?
I'm sorry to inform you of this, but this video is fake. You can tell thanks to the visible artifacts that it's 30FPS footage interpolated to 60FPS and not "true" 60FPS footage. An actual 60FPS mod is probably possible (with glitches), but I'm caught up with other projects right now. Sorry 'bout...
I took a look at the rail and noticed that the two last pins were soldered for some reason, luckly I still had the rail of my broken joycon so after I swapped them I was able to use it attached to the console
