Um, impossible at the time for the people who don't work for Nintendo. You do realize that since nintendo created the system they have FULL documentation on it and also have the means to create new drivers that allow for things like sending video to the gamepad and such

As far as gamecube and wii emulation goes, we only just got smartphones that can kind of run it. I don't think the 3ds is compatible with the proper libraries to make this pratical
