ROM Hack RELEASE Persona 5 Scramble / Strikers 60 FPS hack

Cheat that enables 60 FPS for Persona 5 Scramble / Strikers
IPS is possible to do, but annoying to make and update in future, so I won't make it.

Recommended minimal OC settings for battles to get 60 FPS most of time (outside of battles requirements are much lower):

handheld_charging_cpu=1581
handheld_charging_gpu=768
handheld_charging_mem=1600

Docked mode not recommended.

You need to OC CPU to better handle more enemies, OC GPU to better handle multiple graphics effects.

It works only with versions:

* Persona 5 Scramble
> JAP: 1.0.2, 1.0.3
> KOR: 1.0.1

* Persona 5 Strikers: 1.0.0

Yes, it's normal, when you are not on latest version of SaltyNX and Reverse-NX Tool...

For cheats as you see I have only 6 addresses to update.
With IPS I would need to update ~25 instructions.
