People were mad at the Germs patch because it was a translation of a fan translation by someone with no knowledge of Japanese to account for accuracy, and there's already an English translation project in the works by people who actually know Japanese.

Ghetsis's colors and face are entirely wrong too, looking like a draw-over of Cyrus. Ghetsis's eyebrows have always touched his eyelids, and his eye shape is completely different. (Example from Pokemon Masters)
The difference between this and that is those were fan games being made with assets from Capcom. Fan games are entirely separate from hacks and decomps.
If those were *mods* to RE2/3 remakes, it'd be more of a grey area, but those were not mods.
