It is open to all, I think there's a limited list of games you can play online ATM tho The fee was just for access to the testing/beta servers (via donation). You don't need to pay to play on pretendo. The owner responded to something similar in the past (scroll to RedDucks reply)...- Costapk

This is right, consoles with preloaded games/software have those preloaded items linked with the eShop for redownloading. Hacking Smash, pokemon, others not working after region change
Check your SD card or the games themselves, I region changed my N3DS LL and have no issues with games. And (you should) if you have a NAND backup try flashing it and seeing if that fixes anything.- Costapk

Tutorial You can still download from the PSP store, but you have to purchase the games on a different device.
Themes can be purchased on the Playstation store website and be installed the same way a game is able to install. Just be aware that themes that were pulled off the store cannot be purchased again. -
