Nintendo never said it was splatoon 2 but I would be surprised if it was not a follow up after the huge success of the first game.

Could just be like an upport with some extra stuff. An enhanced edition of sorts. A sequel does seem more likely but why wouldn't they say so then?

Because they are not really talking about the games yet they are being secretive until closer to realise.
