New 3DS XL freezing when opening apps sometimes

Hello I am having an issue with my 3ds
it is freezing sometimes when opening an app, sometimes it freezes sometimes it opens without issue
ive tried changing sd cards, reformating and removing all hacks and it still does it

the L button cable is broken and the c-stick causes the cursor to go down by itself sometimes. could they be causing it?
wifi also does not work sometimes, it just says enabled
