You need the source code and usually visual studio 2022 to make an exe. Sometimes you can make them with msys instead of visual studio. They often use cmake, which will detect the os, so it knows whether to make the Linux or windows version. It's not as simple as a converter.

You can't make an exe out of an ISO as it's just an image of the disc. If you extract the ISO you will get the files needed to install/play, including the exe if it's a PC game.
