Where should i start Coding to make this Program and the Website for the Download Link? This will include Pack for WUP Installer and Not Pack for Loadiine.

Also Teconmoons Inector is able to to this already. You still need to install the WiiWare onto vWii through as the "inject" is a vWii forwarder.
