That controller is not supported by Bloopair because as the name suggests it's made for controllers that connect wireless over bluetooth. And regarding your original question the developer of Bloopair stated here that paired Joy Cons are not supported currently. While this might be sad news at first the feature might still be implemented in a future version of Bloopair. As you can read here the developer already thought about how it could be done to some extend.
You will have to use HIDtoVPAD to use that controller I believe. It doesn’t work “out of the box” so to speak though, meaning you will have to create your own configuration file for it before it can be used
