I’m kind of new to all this so if I wanted to change the rates to be 1/100 for USUM what would I do with this code to make that happen?

Without any cheating, Nintendo's official Shiny Rate of 3% is low enough.
Cute guy, you want 1% now, Do you really want lower?

Because of encryption, The Shiny-Rate cannot be customized.

Only these Shiny-Rate specified on the #1 of this post can be used.

Much appreciated. I got it now. Sadly, I have one more dumb question: when I enter it it says it’s a gateway cheat. Are there any keys I have to press to activate it or will it just work as long as I have it turned on?

Works great on Pokémon Y, using a 3DS on Luma 11 with CTRPF's AR Cheats menu. Pumped it up to the 88% rate and have been catching shines like crazy. Got a yellow Riolu I've been wanting for a while. Now I can trade it to a friend with a Bank sub and get it moved to Switch. Should be able to use Checkpoint to copy my saves so I can give one of each shiny to my friend for their trouble, too.

If you want it to work activate it right before facing a wild Pokemon and once it appears to be shiny, deactivate it. Repeat the same process every time you restart the game
