Perhaps they're referring to the original CoD? Even then a port would be impossible as we don't have source code.

Change the N3DS for a Vita or a Switch (or a mobile phone).

3DS I/O performance is just very poor. AJM will say if there's any room for improvements (framerate/stuttering) but I think this performance is what 3DS can offer.

PSP has a worse cpu with worse iOS performance and handled the gta engine greatly.

Stories are games crafted for PSP limitations. re3/VC are just PC games, for PC I/O, running on a N3DS. I guess it just can't handle well the gta3.img pack, where most assets are compressed.

i'm having trouble running Grand Theft Auto 3, it keeps handle crashing everytime i try running it but weirdly enough Grand Theft Auto Vice City runs perfectly fine, is something wrong with 3 in particular?

Maybe you don't have all the required files for 3

it's all my files from my copy of the game, I did just that for Vice City and that was able to get into gameplay just fine, not sure what's wrong with GTA 3's files but i'll try again tomorrow or some other day maybe.

from what ive seen VC runs at 10 fps and has a lot of stability issues. did you somehow fix that?
