Why is PS3 stream only on the upcoming service?

the hardware is not backward compatible. They don't have a working and reliable emulator to run PS3 on PS4. (it's not PS5 only, so it needs to run on PS4 too).
PS4 on PS5 is native, not emulated. older consoles will be emulated, not recompiled.

PSNow already does that, no reason to reinvent the wheel. it's just a name change, not service upgrade.

I'm still hoping to see an "official emulator" released on console one day.

Lot of people laughed at the term "official emulator" when Xbox ceo mentionned it, saying emulation is piracy it can't be official. but I hope to see Sony release a PS1/2/3/PSP/Vita emulator with menus, tweaks (savestate, dynarec), and visual options (Highres 3D, 2xsaii, linear, etc.) allowing a list of bought ISO to be loaded, and not a plain "one icon a game" on the library with no improvement since PS1 (PSclassics in 240p... how nice. My phone does better job at running classics! who needs to buy PSclassics on PS5 if it doesn't give you something different?)

They would need full time team to improve it, not like the same 15 PS classics we have for 10 years on PSN...

I think the problem would be licencing. most of the time it comes down to money. imagine how hard it would be company which once had game on Sony consoles now owned by Microsoft which based on a movie would be hard to licence and all the parties agreeing on this.

I wonder if they tried to hire Nekotekina or kd-11.

The PS2 compatibility on PS4 was built by Jake "Air" Stine, former member of PCSX2.

thats another thing. these emulators need updates and bug fixes from time to time. maybe that's fine on a NES or even PS1 emulator but on PS3 it would be chaos.

I don't see the issue with licensing.
They are making PS classics of their first parties (because they don't have licenses of third parties games), they would only release the exact same library they would have done otherwise (on PSN or PSNow), just as raw launching in an officially maintained apps; instead of being launched from XMB/main menu.

The bonus would be that people who bought an ISO/raw binary PS2 game on PS5 will be able to still use that file on their PS6 !
Sony will only have to maintain ONE app (the emulator) instead of recompiling all their PSClassics to be launched on all new successive console generations.

But I went offtopic :P

i just wish DLC would work with streaming... i have couple of games that i would love to play... but i need the DLC to work for em. the other one i can play but the DLC is not there..... stupid sony.

I could see it happening on a PS5 Pro or something.

PS3 streaming on PS Now was mostly fine. I'm okay with them continuing with that, assuming they'll bolster the library. The biggest issue is that PS3 games natively ran like a trash fire. Platinumed FO New Vegas a few mo this ago using PS Now and the game kept crashing. Streaming was A+, game ran F-.
