There are some dumps that I've seen with the Temp's name on it, but due to Statute of limitations, they can no longer go after the Temp nor the people who dumped these roms.

I would imagine most ROMs are from cartridges, so that wouldn't be a problem, and if someone was a frequent eShop dumper, they'd probably have a separate account just for that exact reason.
I think you're safe with that. Although you can't share SDK brew here, it's really tough to sue for user-generated content even when the tools used to make them were illicitly obtained (can't prove actual damages etc.).
Those things are awful and annoying. I can't the Mode 7 ones half the damn timeAfaik they have been doing this for years, there are a number of sites i go to where the rom has the dumpers name in it, or even the rom has a hacktro or whatever its called
