It has already been confirmed that all versions of Encore will be based on the Western i.e. censored version of the game regardless of region. So basically there is no "uncensored" version. I don't know enough about Switch hacking to completely rule out the possibility of an uncensor patch, but in order to get that working someone would have to take the files from the original Japanese Wii U release and get them working on the Switch. And we don't even know if that's possible since the game isn't out yet and we don't know how/if they changed the game data compared to the Wii U.

There already is another thread on the rom hacking Switch section, where people are working on it. They used a similar (but not the same) file structure or something compared to the WiiU. So a copy paste of the files wont work, but some work can be done with some conversions and all. They really need save files to test it and have a discord formed up, so people who already have the game should help.

Work is being done. Or at least attempted. I have made some changes already but am currently in no position to test these out. I currently do not have the time to go through the game and make save files to perform tests with. If you like being a guinea pig or just have plans to play the game without the patch, your help would be appreciated.
For the record, I don't expect this to be done anytime soon (as in, this week), if at all. Not gonna promise anything. At the very least I think we can restore the text, costumes, posters (in the chapter 2 dungeon too), voice lines and videos. Little things that require specific lua changes will probably not be done mainly because I can't recompile it. Unless anyone else who has any knowledge on this chimes in, this is beyond my scope.
