The application you mentioned is illegal so it's not going to be in the play store, try searching "Thoptv apk" online, if you find an official looking apk you can simply sideload it into android

16.0.3 support was added into Atmospheré, so it should be alright, but I'd prefer sticking with a lower firmware version just to be safe. -
