You don't need to hold the Vol Up an Power. Just press and hold the Vol Up button first, press the power button once then release both. Plug it to your computer and check if you have a new device under the device manager listed under "APX"
Have you tried taking a little piece of tin foil, taping it on to the joycon. folding it and making sure it touches the pins 9 and 10? That worked very easily for me and doesn't require some bullshit precise sized tools or paper clips or jigs. Just fold it, stick it on and tape.

I was just about to bring up the tin-foil method, it's worked totally without fail for me and doesn't have any risk of damage, not to mention being almost no-fuss and being extremely replaceable (though it helps for me that a jig I bought didn't ever work at any point despite the seller swearing up and down I should just lift the pins up a little to maximize contact). The strip should be about 2mm wide and half an inch long, then you just fold one end over and into the joycon's pin crevice so it grounds 9 and 10, tape it down (or don't if you're a bit careful with putting the joycon on), slide the joycon in and boot to RCM.
Oh yea, for sure. The best part is if it breaks you just kinda re position it and it's back to working. It's really easy to position too, just slide it to the edge.

I use two joy cons, but if you need to use the joycon, just untape the tinfoil and remove it. It doesn't harm the joycon or anything.
