If you're talking about the one under the snow, then all you have to do is go into a cave north of the tower, follow the water and use ascend.

So, you're not talking about the tower under the snow. The other tower in Gerudo, it needs repairs, and the guy to do it is below the tower. You'll have to use "Ultrahand" to put a heavy weight block with crane to lift the guy up. He will repair it.

I've also talked to her and completed The Fifth Sage quest. Now I'm really stuck on Secret of the Ring Ruins and Impa and the Geoglyphs quests...

I finished the Geoglyphs quest and I only have the Secret of the Ring Ruins quest left... I don't know where to go to complete it...

Follow the Robbie and Josha quest line, it's unlocked through that. After you jump into the chasm for the first quest for the statue, you need to talk to Josha and go back into the chasm again. Then you need to follow the way the statues point till you reach the hidden temple

do you mean the fire temple?
