[REQUEST] Jojo All Star Battle R 60 fps mod

Hey all, i was wondering if someone could mod jojo all star battle r to unlock it's framerate to 60 fps? i wouldn't mind bumping the resolution down to achieve that in both handheld and docked
there's no dynamic resolution though, so i'm wondering if that affects the ability to reduce the res?

Is the game very sluggish or is it me?

Does it have like, literally 200ms+ of input lag? It feels like shit to play.
