ROM Hack Emulation NHSE Nook Cranny Help

I have an island save with every building unlocked, including Nook's Cranny, but when I ask Tom Nook what I should do he only thanks me for helping out with getting materials for making the new shop, and I can't find the flag to get past that. Any help?

Have you tougth on changing the shop fully build for the tent on nhse?

    I just dislike that they don't let me choose the voices before the game starts. Happened with botw as well, had to change to japanese and restart.
