Need help opening .TEX files

I extracted the romfs of mlb 23 today, and I wanted to go through some files, but I noticed that I cannot open .TEX files. Any help with how to open these? I have seen many different forums with programs to open them, but the instructions are unclear and I am stuck. Any help would be appreciated
