What kind of mods are you trying to install? Are you trying to install on actual hardware or an emulator? If you're installing on original hardware, have you already installed the homebrew channel?

16.0.3 support was added into Atmospheré, so it should be alright, but I'd prefer sticking with a lower firmware version just to be safe. -
