Apple I bought a used iPad off amazon, and it is stuck on an activation lock.

Is there a way to remove the activation lock with windows after the ipad has been reset?

Usually no, if it is icloud locked, even after you wipe it in DFU mode it, you will still get the icloud login page at activation.

Return that thing, it's ether used or a return.
I doubt apple would even unlock it for you, even with a receipt.

Unless you can contact the seller that is willing to give you their account information, I would track to return it and get your money back. Apple is pretty secure about stolen devices and protects against it.

If you have the invoice from Amazon, call Apple. Or return it. Those are the options.

Better off getting a samsung pad tbh. 2nd hand apple products are only reasonable if you know the person that gave it to you.
My mom gave me her old i-pad 6 she made sure to reset everything before hand
