Step Two:When done with that, you go to soundhax.com and input your region and console. Move the .m4a file to the root of your sd card.
Step Three: Go to this link. https://smealum.github.io/3ds/#otherapp You will get a .bin file and move it to yout sd card. Rename it to otherapp without removing the .bin. When done with all those steps.
Step Four: Get a legit CIA which I will not provide a link for. Google is always there for you. Make a CIA folder and paste the legit CIA in that folder. Now you can eject your sd card and place it in your 3ds.
Step Five: When done, go to Nintendo Sound and open it. Wait until the SD Card is recognized and press A on it. You will see a nedwill file and press A. If you followed all these steps, the Homebrew Launcher should load up. It may not load up the first try but keep on trying.
Step Six: When it loads, go down and you should see an application which is named FBI. Press A on it and it should load up. When it loads up, you click on SD and go to your CIA folder, click on your .CIA file and click on the option "Install and delete CIA" and when its done. Exit out of FBI and homebrew and when you boot into your home menu and boom, New software has been added, and it will be the Legit CIA file you installed.

Free games are NOT legit CIA. Legit CIA are titles with a Nintendo signature like system titles (Home menú, 3dsound, miimaker, etc) and PRELOADED games bundled with consoles (3DS pokémon edition, Animal Crossing edition, etc)...

No, you can only install the small amount of games that have been released preloaded on 3ds models (mainly special editions). They have to be "legit".

No, but only because there's no ARM11 exploit yet for 11.3

Trying to do this, but when I go step six load fbi it shows that it is executing waithax and going through loads of steps was on it nearly an hour doing different steps before I switched it off an on but back to the same thing?

Try running Kernel Exploit before FBI.

This guide is literally for those who can't be bothered to mess around with CFW, however there aren't actually many legit CIAs so there's limited choice on what you're playing for free, without CFW. I recommend installing CFW if you're still on 11.2 or below with 3ds.guide.

what firmware is your console? Its likely over what was used. which means that there is no way aside from hacking the console can you install cia files.
