Locked 60fps in this case probably just means it won't drop below 60 while the console version will.

for over 60fps or unlocked one u need either a good G-sync or free sync monitor to ENJOY the pc's superiority
otherwise u are just wasting ur rams lol

Not really, but it is much recommended to play the first game. I believe that you can piece together the plot once it unfolds, so you can grasp what happened before. But the main focus is on the gameplay, so if you'd rather experience that, then go for it.
