Gaming Game updates (Metal Gear Solid 3D & Shin Megami Tensei IV) differing per region?

So I am looking at buying some games for my 3DS (got mine a bit late!), but I'm kind of confused about the availability of updates seemingly differing per region for some games. It seems like some titles don't got updates for the European version while the North American version does have updates available. Finding a definitive answer on whether this means the European versions include these updates by default or simply don't got any updates at all isn't easy. In this case it concerns two games specifically: Metal Gear Solid 3D and Shin Megami Tensei IV.

I was wondering if someone here could tell me if Metal Gear Solid 3D and Shin Megami Tensei IV (not Apocalypse!)'s European versions include the updates that you can download for the North American versions or if they simply lack these updates at all (implying inferiority because less bugs got fixed or less content got added).

Shin Megami Tensei IV came out 15 months late in europe so my guess is updates are included in base version.

I had not noticed that. It would make sense it the update's included in the base version if it's released in Europe over a year later.

That only leaves Metal Gear Solid 3D for me. Released in Europe and North America on the same day with an update following a day later for the latter. Had to do with a fix for a bug that could corrupt a save under certain circumstances or something like that.
