With Pretendo becoming more accessible, I'm wondering if it's possible to transfer saves between two NNIDs since you have to create a new account under Pretendo servers instead of using an existing NNID. My Wii U is running Tiramisu, if that helps!

Yes, since most save files are locally based in the file system.

Supports both Tiramisu and Aroma. Allows you to backup the save of any game and restore it to any account. Works well for preventing save losses, and in your case, allows for transferring between accounts.
