Hacking Can I region change my 3ds twice?

A while ago I Region changed my new 2ds xl from USA to jpn, However I realized the shop doesn’t work and I deleted my original nand. Can I Region switch back to USA using following the tutorial normally but from jpn to USA?

    I just dislike that they don't let me choose the voices before the game starts. Happened with botw as well, had to change to japanese and restart.
