3DS with Luma 6.1.1 not turning on after updating firmware

I recently bought a 3DS not knowing it had CFW installed on it,after updating the firmware on the 3DS,it will no longer turn on and hangs on the blue led. After some research I found that the last Luma update was 6.1.1 with arm9loaderhax.bin. I tried adding the boot.firm and boot.3dsx files from luma 12.1.1 to the root of the sd card and adding the new arm9loader from update 7,when I switched the arm9loader files it went from hanging on the blue led to the blue led coming on for a second and then turning off. Any help would be greatly appreciated

I followed this but when I try to turn on the 3DS while holding start to install boot9strap it does the same thing,blue led will come on but nothing on the screen

"New 3ds" refers to the updated models - if it's got the righthand analog 'nub' it's a "New" model.
