The proc are nearly the same but not exactly.
I'm not an expert of architecture but the internal is different. Arm9 is general name, there are many different version : arm9XYZ-F, arm9-EX-Y etc... The DS use specific hardware so it's add specific command to the processor. Anyway you can't just compile android arm9 to DSi arm9.
