You can use at9tool. It's part of the official PS Vita SDK, so no links to it I'm afraid. In fact, I believe it's the only known method to convert to at9 anyway, so you will need to find the tool if you want to replace background music and stuff... -

You would need to install Visual Studio and compile it. If there is a compiled version then you would need to make sure you have .net 4.6 installed. -

I can honestly say that Chaos is harder in the Pixel Remaster than any other version I have ever played, including the original buggy as fuck NES release. I've never not just stomped him. He actually beat me twice. Well done.
