Nope, you can install a cMIOS.

That depends on if you have a new wii drive. The new ones can't play gamecube backups no matter what (Unless you replace the drive), whereas a wii bought before can play them with soft modding or a mod chip. If you have a new wii, your only option is to buy a wode and have your gcn backups on a usb drive. I don't know when the new drive started being used, but a quick google search can take care of that.
