I just downloaded an xDelta file, and I'm just curious if I can patch it to a cartridge or if I can only patch it to a .cia file?

That depends on what the xdelta file was made for. What's your end goal/what rom hack is it for?

What mod is it? If it's the busty may mod, you're not missing anything good.

I know I'm not missing anything, I was just bored and wanted to see the extent of Pokemon modding

if i remember correctly xdelta patches are like IPS patches, they are made to be applied directly to the rom,
if you're looking to try some mods on a cartridge game, and you don't have CFW, you'd be limited to romfs patches, those can be run with hans.
You can ask the mod creator if they have a hans compatible patch.
if not, there are other mods, the bigger ones may have hans patches.
