Is it possible for me to use an xboo cable on a gba/gba sp to be able to use my GBA as a controller on my PC? Would anyone know about this? Any help would be greatly appreciated!

Possible to use a multiboot cable of some form as a USB controller, sure.
Trying to find the gear to do this nowadays (I am not sure that is xboo compatible) is going be a killer. Indeed I would probably start with making my own cable and redoing the software (if nothing else it is not likely to work on systems post windows XP) before I did anything as I do not know of any other projects that are attempting to do it.

The above project has a tiny bit on it where the key presses were transmitted back up to the PC. Page 52 of it.
