Nope. The only possible way would not involve VC. A SNES emulator that works on 3DS that supports MSU1 would be needed. I know Retroarch has a 3DS version, but even if the bsnes core for RA could be adapted to work with the 3DS the game would probably be at such a low framerate that it'd be unplayable

You could try posting it a suggestion on the git for it. But from what I can see they still need to add support for OFFICIAL expansion chips, so even if they are willing it'd probably be low priority because MSU1 is not an official expansion feature: https://github.com/StapleButter/blargSnes
