New to the homebrew scene, I was wondering what benefits lie downgrading from 10.6U to 9.2? If I were to have OoT + Powersaves.

This also probably isn't the right place to ask but is it possible to homebrew 10.6U without the use of OoT or Cubic Ninja? I have powersaves but not sure if that would help without OoT.
not at the moment, you need one of those games, or wait for the return of another exploit like browserhax.

Not yet, though you could use a Sky3DS as well. I own one specifically so I can run cubic ninja on all three main region consoles.

Downgrade to 9.2, install menuhax to boot an emunand, or A9LH, update emunand to 10.6, install yellows8's homebrew loader, profit

Just downgraded my JP N3DS from 10.6 (sysnand) to 9.....1?? I'm confused but happy at the same time. I attached some proof pics. Can someone explain to me why it's on 9.1 instead of 9.2?

The firmwares on that iso site (and pretty much everywhere else) were grabbed by a bot running through Nintendo's update servers before they stopped hosting the old files. Apparently there was a glitch, and the bot grabbed 9.1J instead of 9.2J. I don't even know if there is a set of 9.2J cias in the wild, but it doesn't matter, 9.1J works just fine.

EDIT: Source: https://gbatemp.net/threads/guide-upgrading-8-1-0-0j-to-9-2-0-20j.384960/
The bot grabbed the SOAP responses, people used them to get the files from the CDN servers later.
