I'm able to import stuff just fine.
Make sure all .pk6 files are inside SD:\pk\PCHex++\import, then you just need to press Y (while not in edit mode) and choose a file to import.
Also, is the SD/CIA title selection working fine? I don't have any Pokémon cia, so it was not tested.

Just extract the folder. You should see two files, a folder and a .cia.
Put the cia in your cia folder for your installer (in my case FBI) and install like usual.
Put the PCHex++ folder on the root of your SD card. If you want to import/export pokémon, put them a folder on the root of your sd called pk/import and pk/export
I was looking PHBank's code to see how it has both 3dsx and cia compatibility, and done it with PCHex++.

HBL is cool, but app on home menu is better
