The goal of this topic is to have a list of ongoing and complete 3DS fan translation ROM hacking projects.
In accordance with GBATemp rules, I cannot post download links to precompiled .3ds or .cia files for these hacks, but I will link to the relevant project thread.
If you know of an existing fan translation, ROM hack, or content restoration patch for a 3DS game that's not up here, please post about it along with any other information that you feel should be added, and I (@ultramario1998) will try to add it ASAP.

Don't like how a game was changed during localization? Want to hear a game's Japanese dub rather than the English one? This portion of the thread is meant to list projects that change a game to be more like the Japanese version.
Uncensor Patches
Bravely Default/Second Uncensored
Adds JPN-exclusive outfits for both games, and restores those that were modified for the Western release. Doesn't change back text alterations, or in Bravely Second's case, the altered quests.
Note that Bravely Default For the Sequel, a JP-only re-release, includes the original outfits and the translations. The digital free-to-play version of that release lacks the extra languages.

Some restored costumes, as well as JP-only items in the second game, need save edition to be used. Follow this tutorial for more details.
Dragon Quest VIII Uncensor
All versions of DQ8 3DS, including the Japanese version, have had certain pieces of clothing and some scenes altered from the PS2/Android version. A fan-made patch restores at least the clothing from PS2 data.
Fire Emblem Fates Restoration
Based on the censored official localization. Doesn't fix the text alterations, but rather some of the visual ones. Doesn't include the petting minigame even though it's dubbed in the game files. Different from the re-translation project.

Dragon Ball Fusions Uncensored
Swords were changed to wood sticks in US/EU versions, among other things. According to Bandai Namco Europe, these alterations were done at the behest of Nintendo of America. Patches were made to restore the original models and sound effects.
Harvest Moon Trio of Towns - Hamtaro Restoration
The Japanese version featured Hamtaro, but the localization team, despite their best efforts, were forced to dummy him out because of legal licensing issues. This patch restores Hamtaro and the partial English translation by Xseed for text lines associated with him. Some NPC reactions were not translated and as a result will show as "......"

Dragon Quest VII Undub (Orchestral Score Restoration)
Dragon Quest VIII Undub (Orchestral Score Restoration + Undub Voice Acting)
Replaces the MIDI OST in the American version with the Japanese orchestrated equivalent, uncensors various clothing items, and of course undubs the game.
Other games
A list of games having received undubs restoring the original Japanese voice acting. Due to the nature of the patches, they're not allowed to be hosted here as per forum rules.
