I think you have been answered before though; it hasn't been implemented-1 it's not that easy-2 make it yourself-3 download online-4 dumping roms is illegal(IIRC)-5 AND STOP SHITPOSTING AND THAT GRAMMAR-6

DOWNLOAD FROM THE INTERNET. it's not hard and no one can catch you. The level of illegality in dumping a ROM and storing it in your HDD and downloading one online is almost the same

Just a few hundred kilometers east from your location there's this land called Spain where after purchasing a game you are legitly allowed to have a personal copy of your content as a way of preserving the original from the daily use, but sharing or selling copyrighted content can be pursued and sued (probably seized) by the entity with the copy rights.
