I've seen different solutions on the internet but all of them require installing drivers, which require internet access. Any fix?

Grab the driver on a computer with internet access, put it on a USB thumb drive, and install the driver on the computer.

Also, Windows 7 will stop receiving security updates in a few months. Updating to Windows 10, if possible, is recommended.

Does it show anything in the network manager/network center in control panel
If it does maybe you can open the windows troubleshooter or whatever it was called and try doing some things from there

It is recommended that you go to the computer manufacturer's website and download the appropriate drivers there. Alternatively, you could manually search for the drivers on Google by looking up the hardware ID in Device Manager, or you could use a program like Driver Magician.

so i just copy the .exe file into the windows 7 downloads folder, swap windows 10 with windows 7, and then run the .exe file from windows 7?

If the driver setup comes as an .exe, yes.

Edit: Is there a particular reason you want to use Windows 7?

1. wouldn't running the .exe installer require internet?
2. Edit: I will use windows 7 to work because I will return to the school soon, and windows 10 to play and mess up with. That way if I ruin windows 10 my work is kept safe in windows 7

Typically, no. The only reason it would require internet is if it's a web installer, but that's rare among driver installers.

2. Nostalgia
If you end up using Windows 7 after January 14, 2020, I recommend only doing so offline. My main recommendation is to not use it at all.

I get this error when running the file:

It'd be much easier to troubleshoot if I knew the computer model and/or device hardware ID.

It is possible there isn't a Windows 7-compatible driver for your hardware.
There has to be a driver, since I overwrote the previous windows 7 installation with windows 10, which required internet. The previous windows 7 installation had internet/Ethernet access

What Type/kind of Ethernet/WiFi shows the Device Manager in Windows 10 please ?
Maybe from that you can get a hint for the Brand/Type/Manufacturer of your Ethernet/WiFi device to find the correct driver. :)
Maybe you need to install service pack?

This one is exactly for your Issue:

https://www.microsoft.com/en-us/download/details.aspx?id=26767

It is now difficult without an Internet access. You may have to download it under Windows 10:

Service Pack 1:
https://www.microsoft.com/de-DE/download/details.aspx?id=5842

As @Extrasklep mentioned, you may missing important System updates. That is maybe your main issue.:(

Good Luck.:)
