Will there be any AI bots inside CoD black ops when you play offline multiplayer?

Yes, those bots are for practice purposes only however, so if it may seem that you get points from killing them then you're wrong. They mostly put them in there to let new CoD players get into the game, or to make so that you get the hang of a certain weapon or map...

I'm gonna be using it to find a no-recoil weapon like ACR =3

There is NO offline multiplayer bots - you must be signed into XBL, PSN or whatever Wii uses.
