This is the recovery disc. Not an update.
I think the last site update before this said that the update wasn't supposed to be released until the recovery disc was released too.

Het is een recovery disc. Dus het is alleen maar voor als er iets mis is gegaan tijdens het flashen naar 1.9B (bijv dat je je Wii uitdoet) want dan is je Chip niet bruikbaar meer, maar deze Disc hersteld je Wiikey chip en dan moet hij het weer doen als het goed is. ze zeggen dat als je alles goed doet je die Recovery Disc niet nodig hebt.

Its a recovery disc.You only need it if something goes wrong while flashing your Wii to 1.9b (for example you turn off your wii) Cause then your chip won't work properly, But this disc will restore your Wiikey chip and it should work fine after that. If you do everything right you won't need the recovery Disc.

Perhaps it uses the Wii looking for the little logo to put in the box to somehow send the firmware down to the Wiikey again. It sounds strange. If they can do that, without running the disc, Nintendo could too.

I'm sure Nintendo will start running little bricking programs, that run when you put in a game, based on that technology
