Wii firmware 3.1 detects open drive chips

    No.

    The Super Mario Galaxy disk contains an update and a new disk check that detects if it's a copied disk if you're not using the right modchip (D2CKey or Cyclowiz with the latest update for now). It doesn't detect modchips though since the original disk works fine with other modchips. It detects if it's a copied disk better, but not the modchip itself. Older backups still work even after this update, so this only effects Super Mario Galaxy right now.
