Hacking Why won't my Wii 'ignore standby'?

OK, so I have two Wii's. Both are on 4.1E, both have Preloader 0.29, both have the same Preloader settings and hacks enabled. One Wii will shutdown to off (with the red light) from pretty much anywhere - during a game, HBC, WiiMC - if I press the power button on my wiimote the Wii shuts down. On the other Wii it will only go to standby unless I power off from the system menu and then it will go to full off.

I'm assuming there is a simple thing I'm overlooking here that is stopping the full shutdown but I'm buggered if I can figure out what it is - anybody got any pointers?

What are your WiiConnect settings on both Wiis? If WiiConnect is off the console goes automatically to red, so that could be the diffence.
