I've downloaded some different .cia files on web and all of them are installed with success but none worked.
FBI ver. 2.5.0
Luma: 10.0.1 (stable version);
SD-Card tested with w2testw with no errors. software recommended by 3ds hacks guide -> https://3ds.hacks.guide/h2testw-(windows).
Idk what to do anymore.

[SOLVED] I've updated FBI to 2.6.0. I went to titles and chose Steamworld Dig 2 to update its seeddb after that the game started to work properly.
